George Vine has worked in community development for over 30 years beginning with urban planning for private firms and local government, later evolving into community development finance.
George previously was a real estate lender for Security Pacific and First Interstate banks in problem asset resolution and as a relationship manager for real estate developer clients. He concluded his banking career as the senior executive in charge of portfolio quality and credit approvals for First Interstate’s California developer banking unit.
In 1996, George formed a consulting firm to provide real estate advisory services to affordable housing lenders, investors and developers, and began working with CCRC. He serves as CCRC’s chief credit officer and has developed several new CCRC programs and products, including its highly successful tax-exempt bond program, its secondary market sales program (over $250MM of loans sold) and its community development investment program. He also managed the acquisition, financing and rehabilitation of two expiring use Section 8 projects in Los Angeles with a combination of private activity bonds, low income housing tax credits and local and/or state government subsidized financing. George organized and currently manages the CCRC Workforce Housing Fund.
Other clients have included CapitalOne Financial, Impact Community Capital, California Bank & Trust and Sun America Affordable Housing Partners.
George has published several articles in “Affordable Housing Finance,” and the Federal Reserve Bank of San Francisco’s “Community Investments.” George has a masters degree in urban planning from UCLA and a bachelors degree in architecture from the Rhode Island School of Design. He is a Chartered Financial Analyst. |
